The City of Westlake Village contracts with the Los Angeles County Fire Department for fire protection. LACoFD enforces the County Fire Code’s brush clearance rules and runs both the annual Defensible Space Inspection Program and AB 38 inspections for properties in the city.

LACoFD mails its Annual Defensible Space Clearance Notice in the third week of February to parcels on its inspection list. Westlake Village is one of LACoFD’s inland communities, where 2026 inspections began around May 1.
Owners don’t need to be home for the inspection. If there are violations, you get at least 30 days to correct them, and clearance must be maintained year-round.

LACoFD states that in a Local Responsibility Area, which covers the City of Westlake Village, AB 38 applies to homes in a Very High Fire Hazard Severity Zone. About 45% of the city’s homes are in a Very High zone, based on Mustard Construction’s analysis of CAL FIRE’s 2025 fire zone maps and 2020 Census housing counts.

In ZIP code 91361, new homeowner policies fell 34% from 2020 to 2023, and insurer-initiated non-renewals rose 56% from 2019 to 2021.

If an inspection is involved, we stay engaged through any corrections related to our contracted scope. The exact work depends on your parcel, its condition and the notice or inspection tied to it.
It depends on which side of the county line you’re on. The City of Westlake Village is in Los Angeles County and is served by LACoFD. The Ventura County side of the original Westlake Village development became part of Thousand Oaks and is served by VCFD.

In LACoFD’s jurisdiction, AB 38 applies to homes in a State Responsibility Area that are in a High or Very High Fire Hazard Severity Zone, or in a Local Responsibility Area that is in a Very High zone. A compliant defensible space inspection completed within the previous six months meets the requirement.
If the home is on the Ventura County side of Westlake, VCFD’s own AB 38 process applies instead.
